What does the saying "fart for England" mean?

I've heard English people say sometimes that they will do a "fart for England"...what does that mean and where does that saying come from? I'm American, so I don't know where it originates or what it means exactly. Is it just sarcastic, tongue-in-cheek joke, like "rah rah rah, England" or what?
