Moharrum ! Yesterday I had seen on TV a child`s scalp being cut with a sharp kife .?

The child is about a year old. The sharp knife used by an adult made a small slit on his scalp and the child cried helplessly .Is this compulsory . Is circision also is done that way ? I felt it weird. What about you? No hard feelings . I prefer answers from Muslims
