Nat'l Institute of Justice: "Has Reporting Increased over time?" Why or why not?

well i would suppose that the victims are scared because they mightve been threatened and the person was soemone they know so they feel cornored or their ashamed of being d and dont want to report it..... (just taking stabs in the dark btw)
